Description of Project
The City of Hollywood is seeking to increase its tourism potential as well as commercial and residential redevelopment by revitalizing the Historic District, the Harrison Art & Design District, and the urban center. The City leaders hope to implement direct commuter access by creating a transit-oriented development near its Historic District and Hollywood Boulevard, its main thoroughfare. The city seeks to achieve this through the addition of commuter rail service on the Florida East Coast Railroad, and through the construction of a rail depot with pedestrian access to the Historic District. The City also wishes to convert a light industrial area along the Dixie Highway Corridor, which flanks the FEC Railroad on its western edge, into a mixed-use residential and commercial area.

 

Design Institute Recommendations
Through the collaborative efforts of the Design Institute a strategic plan for the mixed-use and transit-oriented development of the Dixie Highway corridor in Hollywood was devised. Key components of the plan proposed the creation of a larger overall site for the transit station and mixed use development and the re-alignment and joining of Dixie Highway to the east with 21 st Avenue. To implement the plan, the City of Hollywood would begin by master planning the area, creating a task force and a physical vision. Acquisition and assemblage of parcels, including Sites 1 and 2 as well as another nearby property, would be necessary to create the larger site. Having enacted these first two steps, the City would have substantial influence in the site and area development. The City could further its plan through development incentives of areas of the assembled site and other gap areas along the corridor. Other considerations included providing for transitional uses of portions of the area during evolution; creating a sense of place through visual cues by the re-alignment of Dixie Highway; modifying the one-way street system to a two-way street system to improve circulation; and incorporating a multi-modal plan with a focus on the pedestrian and connectivity of commercial areas within the Historic District.

Results
As a result of the Design Institute session, the City of Hollywood has hired a consultant, Bernard Zyscovich, to study the area and recommend design guidelines and zoning. The consultant's study will also look at transit oriented uses, including the transit-oriented potential of the sites at Hollywood Blvd. and Dixie Highway . Meanwhile, the growing interest in development opportunities in Hollywood has spurred a developer to consider building a mixed-use project at this site. The City staff believes that the project will be a good fit with the future transit stop and redevelopment of the area. Currently, the City and CRA have come up with a mixed-use project on the site that was brought to the Design Institute. The design experts recommended that the Mayor ensure that this "gateway" to the city have an important, attractive project. The Zyscovich team has completed their analysis and recommendations for Young Circle and will soon provide recommendations for US 1, Hollywood

Boulevard and Dixie Highway.

The City has entered into a development agreement for the site presented to the Design Institute. A residential project will grace the corner of Hollywood Boulevard and Dixie Highway. The building will contain 500 units of market rate housing and 30,000 SF of commercial space on the ground floor.

The Mayor was instrumental in establishing the most appropriate development for this site. Following on recommendations made by the Design Institute, the City ensured that this “gateway” structure does not exceed 10 stories and contains an appropriate mix of both residential and commercial space. This project will lead to further development in the Dixie corridor and provide the residential presence necessary to support public transit.
