Description of Project

The City of South Bay came to the Design Institute to obtain recommendations regarding the development of a planned industrial or commercial park on 130 acres of city-owned property. The parcel is located at the northwestern edge of the city, near a county-owned RV park. The city is interested in developing the parcel cohesively and hopes the business park would attract much-needed jobs to the community.

 

Key Issues:

1. Establish a citywide vision plan that includes the industrial site.

2. Design connected streets, parks, paths, and waterways.

3. Identify what is needed to make South Bay a desirable place to live.

 

Recommended Actions:

1. Identify and stand for the vision you want.

2. Adopt ordinances that implement the vision.

3. Create buffers between rural areas and residential development.

4. Begin to purchase green space as opportunities occur.

5. Create entrance features for the city.

6. Visit and study communities with similar issues, such as Winter Garden.

7. Engage FDOT in the redesign of highways US 27 and SR 80.

8. Develop a master plan and design code for the industrial site.

9. Create an authority for the industrial park in partnership with Pahokee and     Belle Glade.

10. Identify a preferred list of businesses.

11. Consider creating a large, single Community Redevelopment Agency; create downtown in phases.

12. Celebrate the city’s agricultural culture and emphasize its history; for example, use bright Caribbean colors.

13. Position residential land for development.

14. Capitalize on the city’s assets: available land, its surroundings of an ocean of green, Lake Okeechobee scenic trail system (LOST), successful RV Park, and accessibility of “country and nature” from urban areas.

15. Consider RV Park as a site for a green market in the off-season.

16. Recognize the multiple uses and funding of utility easements. For example, lay out the linear park when adding water lines and place trees in all rights-of-way.

Results
On February 23, 2006, the South Bay City Commission voted to award a Canadian firm the contract for the development of some 112 acres in and around its industrial park. The Milani Group, a development firm based near Toronto, won the rights to develop two parcels fronting U.S. 27 (totaling 10.8 acres), where the company says it will build a hotel, a restaurant and other commercial projects. It will also develop a larger parcel inside the industrial park, over 100 acres, strictly for industrial clients.
