Description of Project

The City of Homestead brought an area known as "duplex city" to the Design Institute and sought recommendations on how to best redevelop and upgrade this site. The study area is bounded by Redland Road on the west, an old rail spur running north-south between NW 8th Avenue and NW 9th Avenue on the east, Campbell Road to the south and Kings Highway to the north.

The City of Homestead asked Design Institute experts how the study area can shed its image as “duplex city” while still providing attractive multi-family, duplex and residential housing structures. Also, how might revitalization of the study area incubate and contribute to a future “gateway city” ecotourism industry?

 

Design Institute Recommendations

At the end of the discussion on the "duplex city" site, the Design Team members summarized the Homestead Key Issues and Recommended Actions, listing them on flip chart paper as follows:

 

Key Issues:

•  Solve “cultural / social” issues with buildings, streets, parks

•  “Product type” (architecture for a social context)

•  Financial

•  Image

 

Recommended Actions:

•  Beef up code enforcement

•  Provide density bonuses

•  Move utilities to alleyways

•  Disperse parks

•  Acquire railroad right-of-way 

•  Reconnect streets across railroad tracks

•  Consider community center at old hospital

•  Encourage diverse housing types

•  Create / amend code to allow urban building types

•  Allow and encourage neighborhood commercial uses

•  Look at how the pattern developed – can be applied to others

•  Expand CRA to include the area
