Description of Project

The City of Deerfield Beach brought their Cove Shopping Center site to the Design Institute.  This study area, located on Hillsboro Boulevard and the Intracoastal Waterway, has the potential for substantial redevelopment.  City officials would like for the Cove area to become an exciting environment where people experience a unique, pedestrian-friendly downtown that caters to both local and visitor needs. Though the City already enjoys a reputation as both a tourist destination and an attractive place to live, Deerfield Beach believes that redevelopment opportunities will enhance the market value of downtown and increase the quality of life in the area. The City is hopeful that the Cove site will provide the foundation for its new downtown and reconnect to the original street pattern. It also envisions decked parking to support downtown activities, including a future beach shuttle.

 

Design Institute Recommendations

At the end of the discussion on the Cove Shopping Center site, the Design Team members summarized the Deerfield Beach Key Issues and Recommended Actions, listing them on flip chart paper as follows:

 

Key Issues:

•  How to redevelop the site? Condemn and scrape, or do it incrementally?

•  Need Green Space

•  Need Parking

 

Recommended Actions:

•  Act as asset manager (the City and the CRA) in deciding whether to proceed incrementally or more radically.

•  Compose a master plan for the site.

•  Gain the support of the 19 owners and create incentives for participating.

•  Create a green pedestrian connection to Sullivan Park.

•  Fund improvements with TIF revenues and bonds.

•  Evaluate the use of the embankment owned by FDOT for parking.

•  Address issues in the neighborhood to the west.

•  Communicate with the 19 owners continually to encourage buy-in.

•  Utilize pedestrian oriented design.

•  Infuse public space and green space into the site.

•  Create an overlay district to encourage proper form of redevelopment and   improvements.

•  Strategically plan the area between NE 12th Avenue and NE 15th Avenue, clean up the streets, re-zone and create economic incentives for redevelopment.

•  Make the economic “pie” bigger through zoning actions.

Results

In June 2006, City Commissioners held a public workshop for the Cove area business owners and tenants, as well as residents in adjacent areas. Additionally, the City's Community Redevelopment Agency consultants gave an update on the Hillsboro Boulevard Streetscape Project and the provisions that will be made to keep traffic flowing and businesses easily accessible to customers.
