Description of Project


The City of Stuart will utilize vehicular infrastructure and new urban growth as a means for creating a dynamic, pedestrian-scaled extension of downtown in the North Point CRA area. Two substantial mixed-use projects, Harbor Walk and Avonlea promise to add 495,000 square feet of commercial space and approximately 410 single and multi-family residential units to the area. The City desires vehicular infrastructure that maintains traffic flow and enhances –rather than diminishes- neighborhood quality. The Green River Parkway extension, as well as upgrades and additional lanes for portions of Baker Road , Dixie Highway , and Wright Boulevard will process traffic and allow for contextually inspiring growth and development.

 

Design Institute Recommendations

At the conclusion of the discussion on the North Point study area, the Design Team members summarized the Key Issues and Recommended Actions and listed them on the flip chart, as follows:

Key Issues:

  •  North Town Center (North Stuart)
  •  Increased control of road PD&E
  •  Protect small town community
  •  Move traffic through north Stuart more efficiently

Recommended Actions:

  • Roundabouts at Green River Parkway/Baker Road and at Savannah/Baker Road are worth further analysis.
  • Two-lane roads (properly engineered) throughout.
  • Dual left-turn at Baker and US 1.
  • An entrance at the north entrance to school in the mornings, exit at south in the afternoons.
  • City & county should together lead PD&E process
  • Conduct a microsimulation of traffic.

Results

Mayor Mortell reports that the Martin MPO, City of Stuart and Martin County are working together to implement the recommendations of the Design Institute. Attention is centered on creating an effective, efficient, and pedestrian friendly road system in the North Stuart area.

 

The City is scheduled to participate in a joint meeting with the Martin County Commission and the Martin County School Board to discuss the Design Institute’s recommendation to add an additional road and entrance to Felix Williams Elementary School. This option will provide better traffic flow and begin the City’s official implementation of Design Institute recommendations.
