Description of Project

The City of Boca Raton brought the Palmetto Park Road Corridor site to the Design Institute and sought input on how to overcome various obstacles when redeveloping the corridor.  The City has initiated capital improvements, including infrastructure and streetscaping projects, for major corridors in its downtown. To date, the most comprehensive example of these improvements is found along the Palmetto Park Road corridor, where the original plan is considered to be complete.  The Boca Raton Design Institute study area sought to extend the boundaries of the improvement project on Palmetto Park Road . The design team examined the easternmost section of the thoroughfare. Such study should continue and improve upon earlier changes to the corridor, while allowing for the creation of a newly formed seaside village.

 

Design Institute Recommendations

At the end of the discussion on the Palmetto Park Corridor, the Design Team members summarized the Boca Raton Key Issues and Recommended Actions, listing them on flip chart paper as follows:

 

Key Issues:

•  Make Palmetto Park Road street section pedestrian friendly

•  Address zoning / building typology / urban design guidelines

•  Visual/Economic Links

•  Neighborhood compatibility

 

Recommended Actions:

•  Create a bookend building at the southwest corner of Palmetto Park Road and A1A.  

•  Change the zoning to allow three stories instead of 30 feet.  

•  Change the street section of Palmetto Park Road from four lanes with parallel parking to two lanes with diagonal parking (night) and four lanes (day) with pavers delineating parking lanes.

•  Abandon portions of Spanish Trail to allow better public access and more green space along Intracoastal Waterway.

•  Transfer ownership and maintenance of Palmetto Park Road to the City.

•  Create a ground floor “pedestrian zone” 10 feet wide along the street. Use colonnade along entire building.

•  Provide incentives for property owners and developers.

•  Establish 10 foot buffers as oppossed to residential.

•  Extend downtown trolley to serve the area.  

•  Acknowledge that towing on the new diagonal parking lanes will likely be necessary for the first year.

•  Ensure public participation and engage the neighboring residents.

•  Hire a transportation planner who understands urbanism in order to fully exploit the potential of street.

•  Revise the code in order to implement the concept.

•  Create a terminating vista at the end of Palmetto Park Road, east of A1A at the ocean.

•  Create a “sense of place” at intersection of A1A and Palmetto Park Road – a very important intersection.  

•  Evaluate the possibility of creating additional public parking at the southwest corner of Palmetto Park. Road and A1A - in conjunction with development of the site.

•  Re-design the Intracoastal Bridge, making it more pedestrian friendly and aesthetically appealing.
