A strategic plan for the mixed-use and transit-oriented development of the Dixie Highway corridor in Hollywood was devised. A key component of the plan is to expand the study area to a larger overall site that includes the passenger station site alongside the Florida East Coast Railroad and as well as potential space for surrounding mixed-use development. Acquisition and assemblage of parcels, including Sites 1 and 2 and the Car Classics property, would be necessary to create the larger site. Additionally, it was suggested that Dixie Highway be realigned so that a connection could be made to the east with 21st Avenue.

Having enacted these first two steps, the City would have substantial influence in the site and area development. The City could further its plan by creating incentives for development of the assembled site and other gap areas along the corridor. Other considerations include:

  • providing for transitional uses of portions of the area during evolution of the project;
  • creating a sense of place through visual cues such as the re-alignment of Dixie Highway;
  • modifying the one-way street system to a two-way street system to improve circulation; and
  • incorporating a multi-modal plan with a focus on the pedestrian access and connectivity of commercial areas within the Historic District.

To implement the plan, the City of Hollywood would begin by creating a task force whose mission would be to design a master plan of the area and a physical vision of the project area.
