Marie L. York, FAICP, is the Director and co-founder of the Florida Public Officials Design Institute at Abacoa and the Associate Director for Northern Campuses of the Center for Urban and Environmental Solutions at Florida Atlantic University. Ms. York is a 2003-04 Knight Fellow in Community Building with University of Miami's School of Architecture. She served on the Executive Committee of the American Planning Association (APA) Chapter Presidents' Council. She was president of the Florida Chapter of the American Planning Association (2000-2003) and chairs the organization's committee on Growth Management Review. Ms. York is a member of the American Institute of Certified Planners, Leadership Florida, and the Urban Land Institute (ULI). Lester Abberger

 

 

Lester Abberger is senior consultant to the Kirkpatrick Pettis Investment Banking firm, managing partner of Florida Lobby Associates , and a limited partner of Hometown Neighborhoods, Inc. , a new urbanist real estate investment, development, and consulting concern. Lester serves on the board and is chairman of the Financial Committee of the Conservation Campaign and is chairman of the Florida Conservation Campaign and chairman of the Trust for Public Land Florida Advisory Council. He is also a trustee of the National Trust for the Humanities, a trustee of the LeRoy Collins Institute for Public Policy at Florida State University, and a director at M & S Banks.

Mr. Abberger is interested in the development and use of greenprints to guide future regional growth and to promote New Urbanist solutions to address these challenges.  He is also interested in exploring the public policy implications of the New Urbanism and in finding ways to use the public humanities to inform decision makers about the implications of the New Urbanism for responding to growth management challenges.

David L. Charles C. Bohl

Charles C. Bohl is a research associate professor and director of the Knight Program in Community Building at the University of Miami’s School of Architecture.

The Knight Program brings together outstanding scholars, architects, designers, community leaders, policymakers, theorists and practitioners with an active interest in the interdisciplinary process of community building and its relationship to the built environment of American villages, towns, cities and suburbs. The program builds on the strengths of the School of Architecture as an international leader in the planning and design of livable communities and its role as a center for learning on New Urbanism and Smart Growth. In his role as director, Professor Bohl oversees all of the Knight Program’s activities including fellowship seminars and study tours held in cities throughout the United States, an annual symposium, an annual charrette, the work of graduate scholars in the Suburb and Town Design Program, and publications sponsored by the Knight Program.

Before joining the University of Miami Professor Bohl taught in the fields of planning and architecture at the University of North Carolina at Chapel Hill (UNC) and North Carolina State University’s School of Design. He was also a Senior Research Associate at UNC’s Center for Urban and Regional Studies where he established an interdisciplinary research program on Smart Growth and the New Economy, and served as senior fellow for the Weiss Urban Livability Program at the University of North Carolina.

David Brain, Ph.D.

David Brain is an Associate Professor of Sociology at New College in Sarasota and Executive Director of the Florida House Institute for Sustainable Development. Dr. Brain studied architecture at the University of Cincinnati before an interest in urban issues led him to a BA in sociology at the University of California, Berkeley, and then a Ph. D. in sociology at Harvard University.

Dr. Brain has taught at Harvard and Indiana University in addition to New College of Florida. His research and publications have focused on architecture, urbanism, and the connections between place-making, community-building, and civic engagement.

Dr. Brain’s practical experience includes work as a planning consultant as director of neighborhood-oriented action research projects that engage students in collaboration with local community groups, as a frequent contributor to educational programs for citizens and professional practitioners, and as a partner in High Cove, LC, a company developing an eco-village in the mountains of Western North Carolina.

Marcela Camblor

 

 

 

 

Marcella Camblor received a Masters of Architecture, Suburb and Town Design from the University of Miami, located in Coral Gables, Florida, in 1992. She has served as the Urban Design Director for the Treasure Coast Regional Council, based in Stuart, Florida, since 1998. Prior to leading the design team at the Council she served as a Senior Urban Designer for a year and a half. Additionally, Ms. Camblor has worked with the Town of Jupiter Island, City of Sebastian, Indian River County, City of Stuart, Hobe Sound, Port Salerno, Jensen Beach and Rio, in developing their Mixed-Use Zoning Ordinances and/or architectural design guidelines. She is a co-author of Blueprints for a Better Future: Building Plans and Urban Design Principles for Towns, Cities and Villages in South Florida. She serves on the Martin County Council on Aging and the Martin County Metropolitan Planning Organization Technical Advisory Committee.

Daniel Cary is an urban designer, town planner, and consulting advisor to local governments working to redevelop and revitalize their communities using the principles of New Urbanism and Traditional Town Planning.  He has a diverse background in urban design, town planning and ecology and was one of the early proponents of New Urbanism and Traditional Town Planning. He founded the design studio at TCRPC which received the first ever John Nolan Medal, and was the recipient of the 2005 Seaside Prize. Mr. Cary has served as Executive Director of the Treasure Coast Regional Planning Council, Director of Planning for the South Florida Water Management District and for the city of West Palm Beach.

 

Mr. Cary has a B.S. and M.S. in biology and ecology form the University of Miami, and was focused on ornithology and Everglades ecology prior to joining the Regional Planning Council as a regional ecologist in 1981.

Richard Caster

 

Richard Caster was born and raised in Fort Lauderdale Florida. He attended Northwestern University and University of Miami, earning B.S. and M.B.A degrees.

Richard’s real estate career began in large scale land development, working on subdivisions averaging 5,000 acres in size. His typical project included land uses for commercial, industrial and residential development. As project manager or developer he was responsible for coordinating infrastructure development financed through water control or community development districts while serving as President and director of numerous special assessment districts. In addition to constructing community amenities including entrance features, recreational facilities and other common amenities often he would build the first buildings at a project to establish the character of the subdivision. His recent projects have ranged from mixed use developments combining retail, office, condo and townhouses to infill sites utilizing unique single family small lot designs and combinations of all the above. With his background as a financier of private builders and multi faceted experience in the development world he brings a market sensibility to the development process and broad view of South Florida real estate.

Phil Caton

 

Philip Caton has directed land use programming, site planning and redevelopment initiatives for both public agencies and as a private consultant for over 25 years. He is an expert in the transfer of development rights for which his firm won a national APA planning award in 2004.

Mr. Caton has prepared Redevelopment Plans, Master Plans and zoning ordinances as a planning consultant to various municipal agencies in the state, including Trenton, Atlantic City, Jersey City and Elizabeth. His public experience includes serving four years as Director of the Division of Housing and Urban Renewal at the NJ Department of Community Affairs. This experience included administration of the Hotel and Multiple Dwelling Act, the Uniform Relocation Act and staffing the NJ Redevelopment Authority-a statewide housing and redevelopment agency which operates through NJDCA.

Juan C. Caycedo

Charles T. Clark

Charles T. (Chuck) Clark , Mayor Pro-Tem of Lauderdale-By-The-Sea, was first elected to public office when voters placed him on the Town Commission in March 2004. A professional accountant, Clark served in the U.S. Army from 1955 to 1976, entering as a private and retiring as a major. He held numerous command positions during his lengthy military career, which included combat and supervisory responsibility for personnel numbering up to 2,500. A 1970 graduate of Auburn University with a bachelor's degree in Political Science and Russian Language (with a Business minor), Mayor Pro-Tem Clark later became a tax auditor and supervisor for the State of Pennsylvania from 1987 to 1993. He also worked for Prudential Bache in Philadelphia and once owned Gable Hardware in Philadelphia. Diane Colonna

Diane Colonna, AICP, has twenty-five years of professional experience in public sector planning and redevelopment in the south Florida area. She managed the City of Hollywood’s housing rehabilitation program for several years and later became the city’s zoning supervisor. In the 1990’s she was appointed as Director of the Planning and Zoning Department for the City of Delray Beach, helping to guide the renaissance of Delray’s downtown from a distressed and blighted area to a thriving, popular urban center. In 2000, Diane accepted the position as Executive Director of the Delray Beach Community Redevelopment Agency (CRA). Chad Cowart

 

Chad Cowart, RLA is an urban designer and a landscape architect with Glatting Jackson. His background in landscape architecture has afforded him with both perspective for the larger context and an understanding of the finite details of urban problems.

 

Chad’s experience in both planning and design-based projects allows him to bring a wide skill-set to solving complex issues. He believes strongly in the importance of urban places and is an advocate for developing unique methods of bringing life back to under-utilized spaces in cities and towns. Chad is a member of the Urban Land Institute. Since joining Glatting Jackson, Chad has helped develop the master plan for the City of Orlando Community Venues, Downtown Jacksonville’s Open Space & Pedestrian Action Plan which won the 2007 Florida Redevelopment Association’s Roy F. Kenzie Award, and the Urban Form and Land Use Study for Northwest Boca Raton.

A. Blake Drury

A. Blake Drury, AICP, urban designer and planner, holds a Master of Science in Planning from the University of Tennessee and a Bachelor of Arts from the University of Florida. He has been with Glatting Jackson since 2000. Mr. Drury has extensive experience in urban design, master planning, digital graphics, presentations and renderings. William Finley

William E. Finley is a consultant on large-scale real estate projects and has worked in private community development, public agency management, and community service, with such groups as the MacArthur Foundation, The Rouse Company, several municipalities in the US and abroad, the Homestead Community Redevelopment Agency, SunFest, and the Armory Art Center. He received his undergraduate and Masters degrees from the University of California, Berkeley, and completed his graduate studies at Lynn University.

In the course of his career, Mr. Finley has helped design and supervised the construction of housing projects in locations as diverse as West Palm Beach, Waterwood, TX, and Inskoy New Town, Belovo, Siberia, Russia. Anthea Gianniotes

Anthea Gianniotes is an Urban Designer/Town Planner with the Treasure Coast Regional Planning Council. Prior to that, she was the City Urban Designer for the City of West Palm Beach, responsible for administering the Downtown Master Plan, a plan authored by Duany Plater Zyberk & Company and considered influential in the renaissance of the downtown area. She was part of the City’s team initiating progressive policies such as a residential incentive program, a transfer of development rights program and, most recently, an attainable housing incentive program.

Before her tenure with the City of West Palm Beach, Ms. Gianniotes worked for Duany Plater Zyberk & Company, the internationally renowned town planning and architecture firm, for over five years, and during her tenure there worked extensively on a new City Hall for Florida City and contributed to the design of over twenty new town plans. She continued her experience at Sardegna & Little Partners, Inc. and later at OBMI, focusing on Traditional Neighborhood Design planning techniques and main street revitalization.

David Goodman

 

David Goodman is the Urban Designer for Palm Beach County, a position he has held since its conception in 1999. Based in their Planning Department, David reviews and advises on private-sector development plans. Currently, he is also working with their Zoning and Engineering departments to revise the County's land-development regulations and create design and roadway standards for newly adopted development districts. Prior to this position, David served as a designer and project manager for the Treasure Coast Regional Planning Council, based in Stuart, Florida. David holds a Bachelor of Architecture from the Cooper Union in New York City and a Masters in Town and Suburb design from the University of Miami and has been a member of the Congress for New Urbanism since its creation in 1993. Nancy C. Graham

 

Nancy C. Graham is the President and Chief Operating Officer of the Centre City Development Corporation in downtown San Diego, California.  Ms. Graham was previously the Executive Director of West Palm Beach's Downtown Development Authority (DDA) and President of Urban Principles, LLC, located in West Palm Beach, Florida, which provided consulting services for cities and developers on urban redevelopment strategies.  Nancy Graham served as the first elected strong mayor of West Palm Beach, Florida from 1991 to 1999.  Under her visionary and entrepreneurial leadership, West Palm Beach experienced a remarkable renaissance. During Ms. Graham's tenure as Mayor, her vision for West Palm Beach was to foster enterprise investment in the downtown and adjacent older neighborhoods. Under her stewardship, the City embarked on a major downtown revitalization effort through the acquisition of 75-acres that now serves as the site of CityPlace (a 2.4 million SF mixed-use project) which includes 700,000 SF of retail/entertainment and 600 residential units, with particular emphasis on architectural design to recreate street retailing.

Joseph E. Gray , founder of JEG, has extensive experience creating and implementing innovative community planning and redevelopment strategies. Richard A. Hall

Richard A. Hall, P.E. is President of Hall Planning & Engineering, Inc. and is a practicing, registered transportation engineer dealing with planning, design and regulatory issues in the transportation field. After earning his Bachelor's and Master's degrees in Civil Engineering at Virginia Tech, he worked for the Florida Department of Transportation for eight years. His research work initiated the FDOT urban travel modeling process in wide use today. Since becoming a consultant in 1980, Mr. Hall has worked on a variety of projects including Urban Transportation Plans, Developments of Regional Impact, hurricane evacuation planning, level of service analysis, scenic highway planning and Transportation/Land Use interrelationships. In this transportation and land use area he is now focusing on land use and new urbanism. He is a Knight Community Building Fellow in the initial class of this University of Miami based program. This fellowship produced research in street design for walkable communities with new street classifications serving pedestrian oriented neighborhoods. He is currently co-authoring a publication on Context Driven Street Design, which should be available next year. He is a member of the Congress for the New Urbanism (CNU) and is part of a team initiating a CNU Street Design Manual.

Mayor Pegeen Hanrahan

Pegeen Hanrahan is a registered Professional Engineer and a Certified Hazardous Materials Manager at the Masters Level and is a Senior Vice President with Terra-Com Environmental Consulting. In March 2004, she was elected as the Mayor of Gainesville. Pegeen also served two 3-year terms as a City Commissioner from 1996 to 2002, serving as Mayor-Commissioner Pro Tem for three of those years. During this time she also chaired numerous committees such as the Alachua County Library Governing Board, the Gainesville/Alachua County Metropolitan Transportation Planning Organization and the Gainesville Community Redevelopment Agency. She is a past member of the Board of the Gainesville Area Chamber of Commerce, and served on the Capital Campaign Committee for the Council for Economic Outreach in 2001. In 1999, Pegeen was selected as a Fellow of the Environmental Leadership Program, a nationwide network for outstanding environmental advocates. Don Hearing

 

Don Hearing is owner and Vice President of Cotleur & Hearing Landscape Architects, Land Planners and Environmental Consultants with twenty-six years of experience in this discipline. He has been practicing in south Florida since 1982.

 

He serves as Vice President and Director of Cotleur & Hearing Investments, a real estate and development company. He is founding Director of Integrity Bank, Trustee for Jupiter-Tequesta-Juno Beach Chamber of Commerce and a Board member of the Lighthouse Center for the Arts. Tim Hernandez, AICP , a Principal of New Urban Communities Corporation, is a builder/developer focused on infill, redevelopment and traditional neighborhood development (TND) opportunities in South Florida. Prior to forming New Urban Communities with his partner Kevin Rickard in 1999, Mr. Hernandez spent sixteen years with Pulte Home Corporation in Chicago and South Florida in land acquisition, land development and marketing, and four years as a City Planner and Community Development Director in North Chicago, Illinois. Mr. Hernandez has a B.S. in Urban Planning from Michigan State University and an MBA from the Kellogg school at Northwestern University. He currently serves on the Palm Beach County Transportation Performance Standards committee, the Fort Lauderdale CRA Advisory Board and is a member of the Board of Directors of both the Abacoa Partnership for Community and the Delray Beach Village Foundation. Paul Kissinger, ASLA is an Associate Principal at EDSA, an international planning, landscape architecture and graphic design firm headquartered in Fort Lauderdale, Florida. His varied practical experience includes urban design, waterfront planning, transportation related design, community planning and hotel/resort experience. Joseph Kohl

 

Joseph Kohl received his Master of Architecture degree from the University of Miami in the Suburb and Town Planning Program and is among the first members of the Congress for the New Urbanism. His 15 year-old town planning practice with Victor Dover , Dover, Kohl & Partners, has been recognized for their innovative approach to planning by integrating transportation and good design practices to form authentic walkable neighborhoods. Walter M. Kulash, P.E.

Walter Kulash is a principal and Senior Traffic Engineer with the Orlando-based community-planning firm of Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. A licensed professional engineer with an academic background in engineering at North Carolina State University and Northwestern University, Mr. Kulash has worked on traffic and transit planning projects throughout the U.S. and Canada. Kevin Lawler is President of J.K. Lawler Associates and Managing Partner of N-K Ventures LC, both located in West Palm Beach, Florida. J. K. Laurence Lewis has extensive experience in transportation planning for both public and private sector clients. Laurence joined Glatting Jackson in September 2005 as a Senior Transportation Engineer and worked previously at the firm from 2000 to 2002. Laurence has served as project manager on a variety of transportation projects including urban design studies, transit planning initiatives and traffic studies to support Developments of Regional Impact. Laurence currently serves as the transportation task manager for Cloud Grove, a new town in St. Lucie County that will contain 12,000 homes and supporting employment, retail and civic uses. In this role, he is responsible for planning internal roadways and trails in order to maintain the community character. Laurence also serves as the transportation task manager for Lake Nona, a mixed use TND in Orlando that will house the UCF Medical School, the Burnham Institute and a new VA Hospital.

 

Laurence holds a Bachelor of Science in Civil Engineering from Princeton University and a Masters in Regional Planning from the University of North Carolina at Chapel Hill. He is a registered professional planner and licensed engineer in the State of Florida.

Dana Little

 

Dana Little has nearly 15 years of experience in architectural and urban design projects throughout the United States and Canada with particular emphasis in traditional town planning and urban revitalization. He has been a designer and project manager for such notable firms as Duany Plater-Zyberk (DPZ) and Dover, Correa, Kohl in Miami Florida, as well as Director of Design for Gibbs Planning Group in Birmingham, Michigan where his experience included town center and retail revitalization projects for traditional main streets. For the last three years Mr. Little was the City Urban Designer for the City of West Palm Beach. There he worked on numerous neighborhood design initiatives, he helped craft the city's current incentive packages for redevelopment in the downtown core, and he monitored the revisions and implementation of the City of West Palm Beach Downtown Master Plan. Currently Mr. Little is consulting with the Treasure Coast Regional Planning Council (TCRPC) on many projects in the region including the State Road 7 corridor study.

Ian Lockwood, P. E., is a Sr. Transportation Engineer with the nationally recognized community-planning firm of Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. in Orlando, Fl. Mr. Lockwood has Bachelor and Masters Degrees in Civic Engineering from Carleton University in Canada. He is a pioneer and leader in the field of traffic calming in the US and Canada. His approach to transportation policy, street design, and site planning focuses on maximizing the competitiveness of developments, neighborhoods, districts, open spaces, and cities in terms of livability, economic development, and sustainability. Mr. Lockwood's work has won awards from the Institute of Transportation Engineers, the American Planning Association, and the American Society of Landscape Architects. He is well published and has been an expert panelist and speaker at conferences and seminars in the US and abroad. Mr. Lockwood formally headed West Palm Beach's Transportation Planning Division, where, with the goal of revitalizing a "challenged" inner city, he emplaced community-oriented transportation policies. John K. McIlwain

John K. McIlwain is the Senior Resident Fellow, ULI/J. Ronald Terwilliger Chair for Housing at the Urban Land Institute (ULI) in Washington, D.C. As the Senior Resident Fellow for Housing, McIlwain’s responsibilities include leading ULI’s research efforts to seek and promote affordable housing solutions in the U.S. and other nations, including development and housing patterns designed to create sustainable future environments for urban areas.Prior to joining the ULI staff, McIlwain founded and served as Senior Managing Director of the American Communities Fund for Fannie Mae in Washington. In this capacity, he was responsible for structuring, underwriting and closing equity investments in more than $700 million of residential and neighborhood retail developments in lower-income communities around the country. He also structured, negotiated and closed more than $100 million in historic tax credit and inner-city equity investments funds with Lend Lease, AEW Capital Management, and the Community Development Trust. Before taking that position, he was president and chief executive officer of the Fannie Mae Foundation.

Ed McMahon

 

Ed McMahon is the ULI (Urban Land Institute)/Charles Fraser Senior Resident Fellow for Sustainable Development in Washington, D.C.

Mr. McMahon’s responsibilities include leading ULI’s efforts to conduct research and educational activities related to green and sustainable development practices.

McMahon, a nationally renowned authority on sustainable development, land conservation and urban design, was formerly the vice president and director of land use programs at The Conservation Fund. He joins six other senior resident fellows who specialize in public policy, retail and urban entertainment, transportation, real estate finance, housing and urban development issues. The senior resident fellows program was established to enhance ULI’s role as the most influential voice in the real estate industry, and raise awareness of its mission to improve the quality of land use and development worldwide.

McMahon is an attorney, community planner, lecturer, author and expert on the topics of sustainable development, land conservation, urban design and historic preservation. At the Conservation Fund, he worked to improve both land conservation and land development practices through programs that balance economic and environmental goals.

Joseph Minicozzi

 

Joseph Minicozzi served as the Urban Designer for the City of West Palm Beach Florida from March of 1998 through 2002. He was a team member on various charettes around the country as a town planner in addition to working in real estate investment at John Hancock Real Estate Investment in Boston. He received his Masters of Architecture and Urban Design from Harvard University Graduate School of Design and a Bachelor of Architecture from the University of Miami. Joe was the recipient of the 1992 National Wood Council Honor Award for his design of a modular homeless shelter, a work which was selected for the 1992-1993 traveling exhibition on the "New Public Realm" sponsored by Progressive Architecture. Before returning for his Masters degree, he was a project architect at Zyscovich Inc. and a designer at Duany Plater-Zyberk in Miami. Joe's interests include real estate development and low-income housing prototypes. He currently resides in Asheville, NC.

   

James F. Murley

 

James F. Murley, Esq., became the director of the Center for Urban and Environmental Solutions in February 1999. He is a 1974 graduate of the George Washington University Law School, where he specialized in environmental and land-use law. Mr. Murley is a former Secretary of the Florida Department of Community Affairs and a former member of the Miami River Commission and the Legislative Committee on Intergovernmental Relations. He currently serves on the Board of Directors of the Congress for New Urbanism, the Seaside Institute, the Dade County Land Trust and is a fellow of the National Academy of Public Administration. Since 1972 the Center for Urban and Environmental Solutions has remained dedicated to helping communities and decision makers resolve urban and environment issues through partnerships, education, and research. Under James F. Murley's direction, the Center has focused on regionalism with the belief that growth can best be managed at the regional level without compromising economic prosperity, environmental integrity, or quality of life.
